DR. WALTER H. MOORE, JR. - We are a group of Vietnam Era Veterans on the campus of a state university in California. We have filed a compliant of non-compliance with the regulations (41 CRF 60-250) with the Department of Labor as required under the law (38 USC Sec. 4241b). In over three months we had not had any action on the complaint taken by the Office of Federal Contract Compliance Programs. Congressman Cox's Office in California has not been able to get the Regional and District Offices of the Dept. of Labor to respond. It is our believe that the Department of Labor is not following the law which requires Federal Contractors to meet the regulations found in 41 CRF 60-250 (these can be download from the Department of Labor's web site). All attempts to have the Dept. of Labor deal with the complaint of non-compliance have been subvert; they seem to want to deal with compliants of "discrimination" which are different than those of non-compliance. Non-compliance would indicate that the Dept. of Labor has not ensured that the regulations of the Act are being monitored by them. If you are the employee of a Federal Contractor (most all universities are Federal Contractorsf) and they are not upholding the regulations, (and there are lots like having a Vietnam Era Veteran on Affirmative Action Boards, evaluating their efforts to hire Vietnam era veterans, evaluating veterans for promotion, etc.) WE NEED TO HEAR FROM YOU. WE CAN GET THE DEPARTMENT OF LABOR TO ENFORCE THE ACT IF WE INSIST THAT CONGRESS AND THE DEPARTMENT OF JUSTICE DEMAND THAT THE DEPARTMENT OF LABOR UPHOLD THE LAW. MANY OF US TOLERATED THE INTOLERABLE AND WHEN WE WALKED THE STREETS OF THIS GREAT NATION IN UNIFORM WE WERE JEERED BY SOME. THE CONGRESS, IN SUPPORT OF OUR WILLINGNESS TO CARRY-OUR THE ORDERS OF OUR COMMANDERS-IN-CHIEF, ENACTED THE VIETNAM ERA VETERANS' READJUSTMENT ASSISTANCE ACT AND A PRESIDENT OF THE UNITED STATES SIGNED IT INTO LAW. THE DEPARTMENT OF LABOR HAS NO AUTHORITY IN MAKING LAW; THEIR JOB IS TO ENFORCE THE LABOR LAWS OF THIS LAND.

WE NEED YOUR HELP. PLEASE EMAIL ME IF YOU ARE EMPLOYED BY A FEDERAL
CONTRACTOR THAT IS NOT UPHOLDING THE REGULATIONS OR IF YOU HAVE HAD ANY PROBLEMS WITH COMPLAINTS FILED UNDER THE VIETNAM ERA VETERANS' READJUSTMENT ASSISTANCE ACT. WE WOULD LIKE TO DEVELOP A CLASS ACT TO FORCE THE DEPARTMENT OF LABOR TO COMPLY WITH THE REGULATIONS OF THE ACT AND SEEK DAMAGES FOR THEIR FAILURE TO UPHOLD THE REGULATIONS WITH FEDERAL CONTRACTORS OVER THE PAST 25 YEARS. THANK YOU, DR. WALTER H. MOORE, JR. EMAIL [email protected] (U.S. Navy Hospital Corps, 1966-1968) Posted 12/29/98

Doris Sahd -  Many years ago, I was Doris Shannon, wife of Captain Billy E. Shannon, who last served in the 13th Bomb Squadron, stationed at Clark Air Force Base, in 1965. He was killed in Bien Hoa, Vietnam on May 16, 1965, when a major explosion occurred on the flight line. I am looking for Frank Chandler, who was the Operations Officer of the Squadron at the time or for anyone else who was stationed at Clark or who was there in Vietnam when that explosion occurred. At the time, a widow with 4 adolescent children I never really had time to think about all the things I would like to know about. And besides, those were such confusing times; and they only got worse, so that I almost couldn't bear to know more than I had to. Now, I feel a great need to communicate with someone who can fill me in. Please help if you can. Thanks for any information you can provide. Posted 09-17-98

Gary Ford -  In the Fall of 1971, I was incarcerated in Long Binh Jail. While there,  I was placed in a 6'x6'x8' steel box for 6 straight weeks to teach me a  lesson. I came out looking like an underweight zombie and am still  crazy from the inhumane experience. I am searching for any veteran who  might remember me there. I was a medium-sized white dude who was   wearing yellow shooting glasses and was the first person to stand up to  talk to the stockade commander about poor conditions. He sent me to  "steel city" for 6 weeks because of my stupidity, but the punishment didn't fit the offense and now I need help. Posted 09-08-98

[email protected] Sheri Bryan of Baskin, Louisiana recently died from a massive heart attack at the age of 50. He was diagnosed with throat cancer in March of 1998, at which time his doctors removed his voice box and lymphnoids in his throat. He was then placed on radiation therapy which went well but weakened his body considerably. Within two weeks of completing radiation therapy he collapsed of a heart attack.    I am fortunate enough to have not only known Sheri but to be married to his only daughter, Wyndi. Mr. Bryan never spoke of his days in Vietnam, although it was obvoious that it caused him a great deal of pain and impacted his life. All that Wyndi knows is that he was spent time as a door gunner on a Huey. (She believes he was attached to the 101st.)  Now that he has passed, Wyndi would like to find out more information about just what her father went through in order to share with his only 2 grand children, our two daughters. Kathy Winghart - I was 10 in 1968. I became a pen-pal with Sp.4, Larry Evans,1st MP co, 1st Inf. Div, APO SF, 96345, through my 4th grade teacher.

I last received a letter from him on 12/4/1968. He stated, "Dear Kathy, Today I received your wonderful letter and it makes me feel real good to know that people in the States are thinking of the American soldier in Viet-Nam. Mr. name is Larry, I'm 25 years old and my home is in California. I now have 2 more months to spend in Viet-Nam. Then I'll go back to California and stay with my mother and father for a few weeks, before I go to work. My job in Viet-Nam is a military policeman. I do the same thing as a policeman in New York. The past 4 days I've been in a hospital with dehydration, but in 2 or 3 days I'll go back to work as a M.P. The doctors here take real good care of us and today I feel fine. Now that the election is over with, I hope that your grand mother isn't too disappointed because Humphrey didn't win.  Thank you for writing to me. Your Friend, Larry." Posted 03-24-98

I have been looking for Larry for 20 years. I have written all the agencies, but I don't have his social security number or anything except what I've given you here. I have checked the "wall" and I don't find his name anywhere--thank God. The agencies will not give me any help because of the privacy act. I understand this. But I have offered to give them my address, and have Mr. Evans contact me, but they won't do this either (at least they say this is a service they don't provide).  I have always wanted him to know all the prayers sent his way from a 10 year old girl and now an almost 40! woman. Mr. Evans would now be about 54 or 55 years old. I hope he's had a happy last 30 years. If anyone out there can help me in this search, I would be grateful.  Posted 03-24-98
